CENTRAL INSTITUTE OF EDUCATIONAL
TECHNOLOGY (CIET)
Central Institute Of Educational Technology(CIET), a constituent unit of
NCERT, came into existence in the year 1984 with the merger of Center for
Educational Technology and Department of Teaching Aids.CIET is a premiere
national institute of educational technology.Its major aim is to promote
utilization of educational technologies viz. radio,TV, films, Satellite
communications and cyber media either separately or in combinations. The
institute undertakes activities to widen educational opportunities, promote
equity and improve quality of educational processes at school level.
2.INDIRA GANDHI NATIONAL OPEN
UNIVERSITY (IGNOU)
The Indira Gandhi National Open University (IGNOU), established by an Act of Parliament in 1985, has continuously
striven to build an inclusive knowledge society through inclusive education. It
has tried to increase the Gross Enrollment Ratio (GER) by offering high-quality
teaching through the Open and Distance Learning (ODL) mode.
IGNOU, the National Resource Center for Open and Distance
Learning (ODL), with international recognition and presence, shall provide
seamless access to sustainable and learner-centric quality education, skill
upgradation and training to all by using innovative technologies and
methodologies and ensuring convergence of existing systems for massive human
resource required for promoting integrated national development and global
understanding.
3.UNIVERSITY GRANT COMMISSION
The University Grants Commission (UGC) of India is a statutory body set up
by the Indian Union government in accordance to the UGC Act 1956under Ministry
of Human Resource Development, and is charged with coordination, determination
and maintenance of standards of higher education. It provides recognition to
universities in India, and disburses funds to such recognised universities and colleges. Prof. Ved Prakash is the
incumbent Chairman of UGC, India.Its headquarters is in New Delhi, and six
regional centres in Pune, Bhopal, Kolkata, Hyderabad, Guwahati and Bangalore.
4.NATIONAL INSTITUTE OF OPEN
SCHOOLING
The National Institute of Open Schooling
(NIOS) formerly
known as National Open School (NOS) was established in November,1989 as an
autonomous organisation in pursuance of National Policy on Education 1986 by
the Ministry of Human Resource Development (MHRD), Government of India. NIOS is
providing a number of Vocational, Life Enrichment and community oriented
courses besides General and Academic Courses at Secondary and Senior Secondary
level. It also offers Elementary level Courses through its Open Basic Education
Programmes (OBE).Government of India through a gazette notification vested NIOS
with the authority to examine and certify learners registered with it up to pre
degree level courses whether Academic, Technical or Vocational. Association of
Indian Universities, vide letter No . EV/11(354)/91/ 25 July, 1991 issued
Equivalence of Senior Secondary Certificate Examination of NIOS.
Vision : Sustainable inclusive learning with universal
and flexible access to quality school education and skill development.

5. STATE INSTITUTE OF EDUCATIONAL
TECHNOLOGY
The state Institute of
Educational Technology, SIET was constituted by Government of India in all the State with
an intention to promote the level of learning and also to educate the student’s
with the help of Radio and Television. SIET Kerala is the latest in the array
of 7 SIET in the Country. Department of Education, Ministry of Human
Resources Development, Government of India. SIET Kerala was constituted under
the Travancore Literary Scientific and Charitable Societies Act 1951 on
08.09.1999 as an autonomous society with register No. T. 1373/99. It works as
an agency under the Department of Education, Government of kerala. It is
responsible for the planning, research, production and evaluation of
educational schemes to generate teaching technologies and learning process in
the modern context. The institute has adopted itself to play a catalytic role
in fostering as well as supporting and supplementing the educational movement
in the state particularly in the arena of Primary education. Its area of
operation covers the preparation of video / audio programmes for the children
of 5 to 17 years of age (Class 1 to Class 12) and the teachers in the regional
language in the form of supportive factor for the conventional class room
teaching.
6. AVRC & EMRC
In 1984 University Grants Commission
(UGC), New Delhi has launched Country
Wide Class Room (CWCR) and production facilities at 6
universities in India through establishing media centres in the name of Audio Visual Research Centres (AVRCs)
later these centres have been renamed as Educational Multimedia
Research Centres (EMRCS). This was mainly to use electronic
media for the quality enrichment of higher education. UGC began its
transmission of Country Wide Class Room (CWCR) programme from 15th August 1984
through Doordarshan National network. Initially the co-ordination with these
centres was done from UGC office with the support of a consultant.
Subsequently, an Inter-University Centre named as ‘Consortium for Educational
Communication’ (CEC) was set up in the year 1993 to co-ordinate with media
centres (AVRCs and EMMRCs) and to make CWCR mission most effective and
successful.
AVRC: Audio Visual Research Centre provides valuable resource
material for higher education and mass communication. MCRC Mass Communication
Research Centre is a premier media institution in India by UGC.
The programmes produced at the center are
televised under UGC/CEC countrywide classroom programme. During 1996-97, the center produced 16 educational programmes covering various subjects like
earth sciences, ecology, wildlife, chemistry, maths, sports, social sciences and
classical dance etc. despite staffing constraints. Of these 6 programmes were
produced in Hindi.
The center also undertakes research in all
aspects of educational technology in relation to learning for both urban and
rural collage going students in various disciplines. It invites faculty from
within and outside the University as subject experts to participate in the
activities of the center to write scripts on the topics of their subject specialization followed by the production of film. The center has made about
180 programmes covering various subjects and areas.
Objectives:
- 1. To map the audience profile in terms of demographic, socioeconomic and educational background along with their media habits.
- 2. To assess the usefulness of multimedia inputs in the lectures/topics telecast in the channel.
- 3.To examine the feedback about these programmes in terms of quality, content, presentation, language, usefulness towards their course or otherwise.
- 4.To examine whether it helps the teachers in higher education by enabling them to teach more effectively.
EMRC : it is the constant
endeavor of EMRCs to get the best teachers from across the country to deliver
high quality lectures to be telecast on Gyandarshan and Vyas, the 24 hour
higher educational channel. With the advent of internet, the activities of EMRC
has also diversified, in addition to the educational television programmes, it
is also active in developing e-content and e-learning packages for web based
education and webcasting through the National Knowledge Network. The main
objective of the centre is to produce high-quality educational TV programmes,
develop e-learning applications such as e-content, LORs, multicast live
interactive lectures using EDUSAT and conduct media research.
The Extension activities of EMRC include organizing regular
workshops and seminars to train the interested faculty of all the Universities
in the state in TV presentation skills, development of television and e-content
scripts etc. and to provide internship programmes to PG students of Mass
Communication from across the state of Odisha.
7. NATIONAL INSTITUTE OF STANDARDS AND
TECHNOLOGY(NIST)
The National Institute of
Standards and Technology (NIST) is offering support to qualified institutions
interested in developing teaching materials and curricula that instruct
students in the nature, role and importance of technical standards in modern
society and commerce. The programs, which are expected to be funded in the
range from $25,000 to $100,000 per year for up to two years, could develop
either undergraduate or graduate level curricula.
8.SATELLITE INSTRUCTIONAL TELEVISION
EXPERIMENT (SITE)
The Satellite Instructional
Television Experiment or SITE was an experimental satellite
communications project launched in India in 1975, designed jointly by NASA and
the Indian Space Research Organization (ISRO). The project made available
informational television programmes to rural India. The main objectives of the
experiment were to educate the poor people of India on various issues via
satellite broadcasting, and also to help India gain technical experience in the
field of satellite communications.
The experiment ran for one year from 1
August 1975 to 31 July 1976, covering more than 2400 villages in 20 districts
of six Indian states and territories (Andhra Pradesh, Bihar, Karnataka, Madhya
Pradesh, Orissa, Rajasthan). The television programmes were produced by All
India Radio and broadcast by NASA's ATS-6 satellite stationed above India for
the duration of the project. The project was supported by various international
agencies such as the UNDP, UNESCO, UNICEF and ITU. The experiment was
successful, as it played a major role in helping develop India's own satellite
program, INSAT.The project showed that India could use advanced technology to
fulfill the socioeconomic needs of the country. SITE was followed by similar
experiments in various countries, which showed the important role satellite TV
could play in providing education.
9.CONSORTIUM FOR EDUCATIONAL COMMUNICATION
The Consortium for Educational Communication popularly known as CEC is one of the Inter University
Centres set up by the University Grants Commission of India. It has
been established with the goal of addressing the needs of Higher Education
through the use of powerful medium of Television along with the appropriate use
of emerging Information Communication Technology (ICT).
Realizing
the potential and power of television to act as means of Educational
Knowledge dissemination, UGC started the Countrywide Classroom Programmes in
the year 1984. For production of such programmes Media Centres were set up at 6
Universities. Subsequently CEC emerged in 1993 as a nodal agency to
coordinate, guide & facilitate such Educational production at the National
level. Today 21 Media Centres are working towards achieving this goal
under the umbrella of CEC.
OBJECTIVES
Close
Coordination, facilitation, overall guidance and direction towards the
activities of the Media Centres set up by the UGC in various Universities
throughout the country. Dissemination of Educational programmes through
broadcast as well as non-broadcast modes. Production of Educational programmes
(Audio/Visual and Web Based) and related support material further setting up of
appropriate facilities for such production. Research activities related to
optimizing the effectiveness of such programmes. Providing a forum for the
active involvement of academic and other scholars in the creation of
appropriate educational programmes. Studying, promoting & experimenting
with new technology that will increase the reach and / or effectiveness of
educational communication.
10.CENTER FOR DEVELOPMENT OF IMAGING
TECHNOLOGY(C-DIT)
Centre for
Development of Imaging Technology (C-DIT) is a unique organization working in the area of
convergence and beyond of Information and Communication Technologies (ICT) and
Content development and dissemination in multi-media formats. C-DIT is proud of
having a talented pool of creative personnel working in close collaboration
with qualified and experienced technological work force. C-DIT has reorganized
its activities through four functional Groups, each specializing in a core
area, viz. Communication Group, Technology Group, Education & Training Group
and Operations Group. C-DIT has been functioning as a Total Solutions Provider
to the departments and agencies under the Government of Kerala in the areas of
ICT applications and in supply of Holography based security products.
11.CEC EDUSAT Network
EDUSAT is the satellite exclusively
devoted to meet the demands of educational sector. It was launched on
September20, 2004 by Indian Space Research Organization (ISRO) to meet ever
increasing demand for an interactive satellite-based distance education system
for the country. It has revolutionized classroom teaching through IP based
technology. EDUSAT has five KU band transponders providing spot beams, one KU
beam transponder providing national beam and six extended C-band transponders
providing national coverage beams.
Consortium for Educational Commission (CEC) is one amongst the five
primary users of this educational satellite. ISRO has adjudged the CEC as “the
best EDUSAT National Beam User” in July 2008.
At present, there are over hundred Satellite Interactive Terminals
(SITs) and Receive only Terminals (RoTs) under CEC EDUSAT network, installed at
various colleges, Academic Staff Colleges and Universities across the country.
Many more are being added with the purpose of providing quality higher
education to the remote areas through satellite network.CEC EDUSAT network is
empowering students through cutting edge technology and caters the needs of
students across the country.
12.IT@SCHOOL
IT@School is a project of Department of General Education,
Government of Kerala, setup in 2001, to foster the IT education in schools and
which on a longer term would facilitate ICT enabled education in the state.
The Project
is now been implemented from 5th to 12th Standards in the state covering as
many as 8000 schools. An estimated 50 lakhs students and 2 lakhs teachers are
now part of this project who have benefited from ICT enabled education. Today,
the Project is on the verge of completing its 10th year of operation and it has
a strong network of 160 Master Trainers and 5600 School IT Co-ordinators
statewide, who are school teachers themselves. The Project functions on Free Software
platform since it provides the freedom to an individual to study, copy, modify
and re-distribute any content, a process which would ultimately benefit the
whole society. The Project aims to empower all the school teachers in the state
on ICT tools, making them IT champions and also to implement ICT enabled
learning system for all subjects. Apart from infrastructure deployment to
schools, the Project also ensures the proper maintenance of hardware equipments
at schools through Hardware Clinics and reporting of faulty machines through
the webportal which would then be rectified. Being the nodal agency of General
Education department for e-governance, almost all the functions of the
department has been automated by the Project
IT@School is
the nodal agency for implementing EDUSAT network and runs an exclusive channel
for education called ViCTERS (Virtual Classroom Technology on Edusat for Rural
Schools), which is now aired for 17 hours a day- from 6am to 11pm. The project
has now associated with BSNL to provide Internet broad band connectivity to all
high schools in Kerala. . The success of the Project can be visualised by the conduct
IT practical examination in free software for about 4 million students, first
of this kind in the world with so much vast resourceful deployment of free
software. The efforts of Project saw deployment of adequate IT infrastructure
to all schools including computers and other accessories. Today, the Project is
termed as the "Single largest simultaneous deployment of FOSS based ICT
education in the world."
13.VICTERS
IT@School is the nodal agency for
implementing the EDUSAT network, and
runs an exclusive channel for education called VICTERS (Versatile ICT Enabled
Resource for Students), which is aired from 6am to 11pm. India's epoch making
first broadband network on EDUSAT for schools, "VICTERS" inaugurated
by A P J Abdul Kalam, the president of
India, on 28 July 2005 in Thiruvananthapuram. VICTERS offers interactive
virtual classrooms that enable the school students as well as the teachers to
directly communicate with the subject experts and educationists. It also
ensures the dissemination of high quality education to the students and
teachers from the original source. Various programmes telecast through VICTERS
are as follows;
- Padanakauthukam, Shastrakauthukam educational programmes
- Ø Examination oriented programme for SSLC and Plus 2 level
- Ø Shasthramuthukal (Science programmes).
- Ø Vazhikaatti ( produced by the State Institute of Educational Technology)
- Ø Ormayile Malayalam ( Specific datewise regional programme)
- Ø Kerala Sree ( Produced by Department of Information & Public Relations, GOK )
14.AKSHAYA
Akshaya, an innovative project implemented in the
State of Kerala aimed at bridging the digital divide, addresses the issues of
ICT access, basic skill sets and availability of relevant content. Quality ICT
dissemination and service delivery facilities (‘Akshaya Centres’) are set up
within a maximum of 2 kilometers for any household and networked leveraging
entrepreneurship.
Today, Akshaya is acting as an instrument in rural empowerment and economic development. The project is a catalyst in creating massive economic growth and creation of direct and indirect employment in the State by focusing on the various facts of e-learning, e-transaction, e- governance etc. Thus, the project is having a long-standing impact on the social, economic and political scenario of the State.

15.GYAN DARSHAN
A 24×7
dedicated education TV channel will be rolled out soon. The human resources
development ministry plans to launch an exclusive channel (on Gyan Darshan)
which will beam programmes on formal education and adult literacy.
A slew of departments, including NCERT, IGNOU and National Institute of Open Schools, have been roped in to make the channel a reality

While NCERT
will be the nodal agency, IGNOU’s Electronic Media Production Centre will handle
the uplinking. Central Institute of Educational Technology (CIET), an NCERT unit, will submit the programme
plan for the first three months to the ministry. Currently, Gyan Darshan
channel beams programmes only a couple of hours every day.
The announcement comes at a time when the Centre is finding it
difficult to bring states on board to implement the Right of Children to Free
and Compulsory Education (Act), 2009. Apart from formal education, both in school
and through open education, adult literacy programmes will be the focal point.
The HRD ministry launched the Sakshar Bharat Mission to achieve 80% literacy by
2012.
The task of
producing quality programmes will be shouldered by Films Division, Doordarshan,
Vigyan Prasar
Karnataka,
one of the first states to introduce satellite-based education in universities
and for teacher training in schools, welcomed the initiative.
16.INFLIBNET
Information and Library Network (INFLIBNET) Centre is an autonomous Inter-University
Centre of the University Grants Commission (UGC) of India. It is a major
National Programme initiated by the UGC in March 1991 with its Head Quarters at
Gujarat University Campus, Ahmedabad. Initially started as a project under the
IUCAA, it became an independent Inter-University Centre in June 1996.
INFLIBNET is
involved in modernizing university libraries in India and connecting them as
well as information centres in the country through a nation-wide high speed
data network using the state-of-art technologies for the optimum utilisation of
information. INFLIBNET is set out to be a major player in promoting scholarly
communication among academicians and researchers in India.
Objectives
The primary objectives of INFLIBNET as envisaged in
Memorandum of Association are:
- To promote and establish communication facilities to improve capability in information transfer and access, that provide support to scholarship, learning, research and academic pursuit through cooperation and involvement of agencies concerned.
- To establish INFLIBNET: Information and Library Network a computer communication network for linking libraries and information centres in universities, deemed to be universities, colleges, UGC information centres, institutions of national importance and R & D institutions, etc. avoiding duplication of efforts.
- To facilitate academic communication amongst scientist, engineers, social scientists, academics, faculties, researchers and students through electronic mail, file transfer, computer/audio/video conferencing, etc
- To undertake system design and studies in the field of communications, computer networking, information handling and data management;
- To establish appropriate control and monitoring system for the communication network and organize maintenance;
- vTo collaborate with institutions, libraries, information centres and other organizations in India and abroad in the field relevant to the objectives of the Centre;
- To promote R&D and develop necessary facilities and create technical positions for realizing the objectives of the Centre;
- To generate revenue by providing consultancies and information services; and
- To do all other such things as may be necessary, incidental or conducive to the attainment of all or any of the above objectives.
